Adopting an incremental delivery approach (D) allows the project to hand over usable portions of the mall (e.g., ground floor) earlier, enabling tenants to begin operations and the client to generate revenue sooner while remaining compliant with safety and occupancy requirements. This aligns strongly with business environment objectives: accelerate benefits realization and improve competitiveness by getting value to market early. Crashing with management reserve (A) increases cost and risk and should be used only after analyzing trade-offs and constraints; it is not the best “value first” strategy when early occupancy is achievable by sequencing deliverables. Implementing agile delivery (B) is not the best fit for a high-rise build where scope and dependencies are largely deterministic. Simply insisting on QA schedules (C) may be necessary for safety, but it does not address the client’s business need for early use. Incremental handover balances quality/safety with faster value realization.
