FF00::/8 is the IPv6 multicast address block. A multicast address identifies a group of interfaces, and packets sent to that address are delivered to members of the group rather than to one single interface. This is the IPv6 replacement for many IPv4 broadcast-style functions; IPv6 does not use broadcast addresses. 2000::/3 is global unicast address space, used for publicly routable IPv6 addresses. Cisco CCNA v1.1 Network Fundamentals requires recognition of IPv6 address categories by prefix. The easiest way to remember this one is that FF in IPv6 signals multicast. If the question says one packet is intended for a group rather than one destination, choose the multicast block, FF00::/8.
