An organizational needs assessment operates at the strategic level. Its purpose is to determine what knowledge, skills, and attitudes the workforce needs in order to accomplish organizational goals.
The process begins with business strategy, priorities, environmental conditions, and desired organizational outcomes. The TD professional then identifies the capabilities required to execute that strategy and evaluates whether sufficient capability currently exists. The results help establish priorities for talent development investment.
Option A is narrower and relates more closely to determining learning requirements for a particular job. Option B describes examination of job or task requirements. Option C focuses on individual employee performance and therefore belongs at the individual level of analysis.
Distinguishing the level of needs assessment is important because organizational, job/task, and individual analyses answer different questions. Organizational analysis asks what the enterprise needs to achieve its strategy. Job or task analysis asks what successful role performance requires. Individual analysis determines who has a gap and what that person needs.
Strategic needs assessment therefore ensures that learning resources support capabilities that matter to organizational performance rather than being allocated solely on the basis of isolated requests.
