Flow Trigger Explorer is used to inspect and manage the ordering of record-triggered flows on an object; it is not the queue for future scheduled executions. Apex Flex Queue monitors queued Apex batch jobs, which are unrelated to Flow scheduled paths. Paused and Failed Flow Interviews is intended for paused or faulted flow interviews rather than normally scheduled future actions. Therefore, Time-Based Automations is the correct monitoring location for verifying that the Case email action is queued.
