When Connection Forwarding is in use, when a neighbor fails, the default behavior of the remaining neighbor will be to:
It will start to bypass traffic immediately
It will start to bypass traffic only after about 30 seconds
It is transparent to the outage and will continue to optimize as per normal
It will cease to optimize for about 30 seconds and start to optimize again
