The landing page supplies the publicly accessible URL that can then be promoted through email, web, or other channels.

Therefore, NTO should create the event-registration form, associate it with the appropriate processing flow, place the form on a Marketing Cloud Next landing page, publish the landing page, and configure the email CTA to point to the page's public URL.

A form isn't intended to function as a standalone public web asset independently of a landing page. Salesforce notes that customers can't view a form until it's placed on a landing page that is published and has an active URL alias. Likewise, embedding a functional Marketing Cloud Next form directly inside an email isn't the supported registration architecture and would also face significant email-client limitations.
