That external utility is important because it distinguishes automated file delivery from the Delimited File connector independently connecting to and monitoring a file share.

After the file reaches Identity Security Cloud, the source can process its account and entitlement information according to its schema. Flat-file feeds can also be manually uploaded whenever changes need to be aggregated.

Therefore, automatic collection from a file share is not an intrinsic capability that should be attributed directly to the Delimited File Source.
