Oracle's current Semantic Modeler workflow documentation explicitly instructs administrators to grant the BI Data Model Author application role to users who require semantic-model development access. If the role is not assigned, the Semantic Model option may not appear on the Create page, and deployment-related capabilities are unavailable.

The other roles serve different functions. BI Content Author focuses on analyses, dashboards, and pixel-perfect reports rather than semantic-model administration. DV Consumer is intended for consuming and exploring visualizations. BI Data Load Author is not the semantic-model authoring role. “BI RPD Model Author” and “BI Service User” are not the applicable predefined application role for the current Semantic Modeler workflow described by Oracle.
